BEREC-EMERG-EaPeReG-REGULATEL Summit and Extraordinary EMERG Plenary Meeting, Barcelona, 2nd and 3rd July

EMERG participated at the first Summit the Body of European Regulators (BEREC), with their counterparts from the Eastern Partnership Regulators’ Network (EaPeReg) and the Latin-American Regulators (Regulatel), sponsored by the Spain’s National Authority for Markets and Competition (CNMC) in Barcelona, 2nd and 3rd July.  The Summit is one of the activities foreseen under the Memorandum of Understanding (MoU) signed between BEREC and EMERG last year.

The meeting was attended by representatives from 38 National Regulatory Authorities from the European Union, EFTA, East of Europe, Caucasus, North of Africa and Middle East and Latin-America. Representatives from the European Commission and from the BEREC Office were also present. EMERG was significantly represented in the Summit, with delegates from 15 EMERG Members.

At the opening session Ms Fernández, EMERG Chair 2015, reviewed EMERG-BEREC cooperation priorities and reiterated the commitment of EMERG to maintain the cooperation dialogue between EMERG Members and other regions of the World to explore ways to promote future cooperation.

Under the title “Challenges for Telecoms in the New Internet Ecosystem”, the participants addressed the following topics:

  • The Internet ecosystem: challenges to regulation
  • Broadband: Access and connectivity, NGNs and deployment in rural and remote areas, and
  • Broadband services and quality standards from the consumers’ perspective.

EMERG representatives participated very actively in all the sessions. Israel, Jordan, France, Morocco and Tunisia gave presentations on some of the topics for debate.

At the end of the Summit the participants adopted a joint Declaration, which can be consulted here.

The Summit was followed on 2nd July by an Extraordinary EMERG Plenary meeting, chaired by Ms María Fernández, EMERG Chair 2015. The Plenary Assembly adopted the new Charter of EMERG and the new Internal Rules of Procedures of the Platform.
